One more thing worth mentioning - while you're waiting for your card to arrive, you can log into your PA UC dashboard and verify that payments are actually being processed. Look for the "Payment History" section. If you see payments listed as "sent" or "processed," that's a good sign that the card is on its way with funds already loaded. If nothing shows there, you might have another issue that needs addressing.
I waited 9 days for my card then realized it got delivered to my neighbor's mailbox by mistake! Maybe check with your neighbors if it's been longer than 10 business days. The envelope is pretty plain looking and doesn't obviously say it's your benefits card.

I feel your pain. My situation wasn't identical but I had an appeal pending for 3 months and was about to lose my apartment. I contacted my state rep (Phil Williams in my district) and his assistant Ashley was AMAZING. She had someone from UC call me within 48 hours. Turns out my appeal paperwork had been received but not properly entered into their system. Two weeks later I had my hearing date, and three weeks after that I got all my backpay. State reps can't work miracles but they can definitely light a fire under the UC office. What's important is having all your documentation organized when you contact them.
Update: I called my state rep's office this morning and spoke to someone in constituent services. They took all my information and said they'd reach out to their contact at UC. They also advised me to upload my supporting documents right away through my dashboard (which I just did). I'll post another update when I hear something. Thanks everyone for the guidance!
Just to add some clarity on next steps: you should continue filing your weekly claims as normal. Once the decision is fully processed, your status should change from "appeal pending" or similar to "benefits payable." Sometimes there can be a delay depending on what day of the week your biweekly payment normally falls. For example, if your regular payment date would be this Thursday, but the decision wasn't processed until Friday, you might not see payment until the following Thursday. But the good news is you SHOULD receive all back payments for weeks properly claimed during the appeal process!

my friend works at UC and says there were TONS of fraud cases after covid. ppl using random ssn's to file claims. make sure u check ur daughters credit report too!

Just wanted to add one more important point - make sure to secure a copy of the fraudulent claim details from PA UC during your fraud report. This will show exactly when the claim was filed, what information was used, and any contact details the fraudster provided. This can help with the police report and potentially help catch whoever is doing this. Ask specifically for the "claim filing details" as they sometimes don't provide this automatically during fraud reports.
