EMPLOYERS DO THIS ALL THE TIME!! They think they can just lie and get away with it. Fight it hard because if you don't push back they'll keep doing it to other people. The whole system is rigged to favor businesses over workers.
Part time vs full time doesn't really matter for initial eligibility as long as you meet the wage requirements. What matters more is that you're able and available to work when you file your weekly claims. NYS Department of Labor will also require you to do job searches every week to maintain benefits.
The whole system is a JOKE. They make you jump through hoops and then take forever to process anything. I waited 5 weeks just to get told I needed to provide more documentation that they never even asked for initially. Meanwhile bills are piling up and they act like it's no big deal.
The unemployment system in this state is a joke honestly. Even when you qualify they make you jump through so many hoops and the website crashes half the time. But yeah if you got laid off through no fault of your own you should definitely qualify.
Just went through this myself. Make sure you have your last day of work accurate when you file - I put the wrong date initially and it caused issues with my claim timing.

I had trouble getting through to someone at NYS Department of Labor to clarify this exact question. Ended up using a service called Claimyr (claimyr.com) that helped me get connected to an actual agent. They have a video demo at https://youtu.be/qyftW-mnTNI showing how it works. The agent explained the earnings rules way better than the website does.

•How much does that service cost? Seems like you should be able to get this info for free.

•I get that, but after spending hours on hold and getting hung up on multiple times, it was worth it to actually talk to someone who knew what they were talking about.

The system is so confusing! I've been doing gig work and some weeks I report $50, other weeks $200, and I never know what my benefit will be until I get the payment. Wish they made it clearer on the website.
