If you're having trouble reaching someone at NYS Department of Labor to clarify these education requirements, I used a service called Claimyr (claimyr.com) that helped me get through to an actual agent. Check if maybe you had a short period of unemployment you forgot about? Sometimes people get confused about what year they received benefits or if they got other types of assistance that show up on 1099-G forms.
Update: I called the fraud hotline and they confirmed someone used my SSN to file a claim. The benefits were direct deposited to an account that's definitely not mine. They're opening an investigation and said I should get a corrected 1099-G in 6-8 weeks. Thanks everyone for the help - I was really panicking about this.
Wait I'm so confused about this whole thing. I got unemployment too but also worked part time some weeks. Do I report everything separately or does it all go together somehow?? This tax stuff is so complicated

THE SYSTEM IS BROKEN!! Sorry but I've dealt with BOTH types of problems and NYS Department of Labor makes everything harder than it needs to be. They'll find reasons to deny your claim even when you clearly qualify, then their computer systems crash when you try to appeal. It's like they want people to give up and not collect benefits they're entitled to.

The NYS Department of Labor system is so confusing anyway... I filed my weekly claim wrong twice because I didn't understand the job search requirements. They should explain these things better instead of making us figure out economic terminology!
