Was a bit nervous or untrusting at first, but my calls went thru. First time the wait was a bit long but their customer chat line on their page was helpful and put me at ease that I would receive my call. I had the same confusion when I first filed! The federal unemployment tax act is essentially the federal government's way of helping states maintain their unemployment systems. New York gets federal funding that helps supplement what the state collects from employers. As a claimant, you don't need to worry about FUTA itself - just focus on whether you want taxes withheld from your weekly payments. You can change this setting in your my.ny.gov account under payment preferences.

honestly the whole tax situation with unemployment is confusing as hell. between FUTA and state taxes and federal taxes on benefits its like they want us to mess it up
I get the frustration, but once you understand the basics it's not too bad. FUTA = employer pays it, not your problem. Income taxes on benefits = your choice to withhold or pay later. That's really all you need to know as a claimant.

Just to add - unemployment benefits also don't count toward your Social Security earnings record, which is another way they differ from regular wages. Important to know if you're close to retirement and tracking your earnings history.
