If you're having trouble reaching someone at NYS Department of Labor to get clarification on requirements, I had success using Claimyr (claimyr.com). Really saved me time when I needed answers about my claim status.
Also make sure you file your initial claim as soon as possible after becoming unemployed. There's a one week waiting period before benefits start, and any delays in filing can push back when you receive your first payment. The weekly claims have to be filed every week even if your initial claim is still being processed.
The whole system is a nightmare honestly. They make it as difficult as possible on purpose. I've been fighting with them for months over an overpayment notice that makes no sense. Good luck getting any real help from their customer service - if you can even reach them!
Don't listen to the negativity - most people get their benefits without major problems. Just be thorough with your application and keep good records. The key is filing consistently every week and responding quickly if they ask for any additional information.

The whole system is so confusing. Why don't they just automatically start your benefits from the day you tell them you were laid off? Makes no sense that you lose money just because you didn't know about some arbitrary rule.

If there are any issues with her claim like questions about why she was laid off, it might go into adjudication. That's where NYS Department of Labor investigates further and it can take weeks or even months to resolve. Sometimes they contact the employer to verify information. Just be patient if this happens - calling constantly won't speed it up but I found a service called Claimyr that helped me get through to an actual agent when I needed answers about my adjudication. also tell her to set up direct deposit right away, paper checks take forever and sometimes get lost in the mail
