I had such a hard time getting through to NYS Department of Labor to ask about my benefit amount calculation. Spent hours on hold and kept getting disconnected. Finally found this service called Claimyr (claimyr.com) that helped me get connected to an actual agent who explained everything. The whole NYS unemployment system is a joke. They make these calculations so complicated on purpose. I've been fighting with them for months over my benefit amount and they keep giving me the runaround. NOBODY at NYS Department of Labor can explain anything clearly!!
From what I understand, there are different departments within NYS Department of Labor that handle different types of decisions. Initial eligibility is one thing, but ongoing weekly claims are reviewed differently. Plus if you ever need to appeal a decision, that goes to administrative law judges who are separate from the regular claims processors.
The system is so broken anyway. Even if they extend benefits the NYS Department of Labor website will probably crash and half of us won't be able to file our weekly claims. I've had nothing but problems with adjudication delays and getting locked out of my account.

I had the same problem with getting through on the phone. I ended up using Claimyr (claimyr.com) which helped me connect with an actual NYS Department of Labor agent. I was able to get my claim status cleared up within a few days after waiting weeks trying to call myself.

It's interesting how that 1930s legislation still affects how we file our weekly claims today through NYS Department of Labor. The federal framework requires states to meet certain standards for eligibility and job search requirements, which is why the process is similar across different states but administered locally.

Just to add some context for your paper - FUTA established the 6% federal tax on employer payrolls that funds the unemployment system. States that meet federal requirements get a 5.4% credit, so they effectively only pay 0.6% to the federal government. This is how NYS Department of Labor gets the money to pay out benefits to claimants like us.
