Yes! Finally got it sorted. I did the Trusted Referee video call this morning - had to wait about 35 minutes but the person was actually really helpful. They manually verified my ID and within a couple hours my NYSDOL application updated to show the verification was complete. Now I'm just waiting for them to process my actual claim. Thanks everyone for your help!
If anyone is having trouble getting through to the NY Tax Department about this issue, I recently discovered a service called Claimyr that helps you get through to agents quickly. I was trying for days with no luck, but with Claimyr I got through in about 15 minutes. Really helpful when dealing with these time-sensitive tax issues.
Update: I finally got through to the tax department (used that Claimyr service someone mentioned above - worked great). They confirmed I do owe the tax but said I can set up a payment plan. The agent also said I could request penalty abatement by writing a letter explaining I was confused by the federal exclusion. Still not happy about this but at least I know what I'm dealing with now. MY ACCOUNT SAYS THE EXACT SAME THING! Pending for no reason since January and my landlord is threatening eviction. I can't even get through the phone system to talk to a real person. I've sent 12 messages through the online portal and gotten zero responses. Did they tell you why yours was held up for so long? Was there something specific you did that finally got them to call you?
Just wanted to follow up - have you seen any movement on your claim yet? Did you receive any determination letter or funds on your KeyBank card?
UPDATE: For anyone who finds this thread in the future - my claim was approved after exactly 18 days from when I first applied. I received a text notification and an email directing me to check my account. The funds were on my KeyBank card the next day after approval. I did have to keep certifying weekly while waiting for approval.

Anybody else think it's crazy we're all still using these KeyBank cards in 2025? Most states switched to better options years ago.
