I've been dealing with NYS Department of Labor for months and honestly their coding system is confusing as hell. Half the time representatives give different explanations for the same codes. At least code 10 seems to be consistently regular benefits from what I've experienced.
So frustrating trying to get through to them on the phone! I waited 3 hours last week just to ask about a simple question. I remember learning about this in my economics class years ago but honestly the categories seem more academic than practical when you're just trying to get your unemployment benefits processed lol
The NYS Department of Labor system is so backwards anyway. They probably have their own weird internal classifications that don't match anything logical. Apply for SSDI immediately - don't wait. The application process is lengthy and you want to get your claim date established. You can continue UI while the disability application is pending, just be honest about your medical limitations when filing your weekly claims. If you're approved for disability retroactively, you may need to repay some unemployment benefits, but it's better than having no income at all.

Wait, so if you quit you can still get unemployment? I thought only people who got fired or laid off could collect benefits. This is confusing.

•You can get benefits if you quit for 'good cause' - things like unsafe working conditions, harassment, discrimination, or significant changes to your job that you didn't agree to. But you have to prove it was good cause, which is why documentation is so important.

Just wanted to say good luck with your appeal! Hostile work environment is definitely good cause if you can prove it. Make sure you have everything organized before your hearing.
