Whatever you do, DON'T put anything about quitting or resignation even if you felt pressured to leave. Stick with the layoff terminology your company used. I made that mistake on my first claim years ago and it created a whole mess with adjudication.
I had a nightmare trying to get through to NYS Department of Labor when I was dealing with this transition. Kept getting busy signals and when I finally got through, they'd hang up after being on hold forever. Finally used this service called Claimyr (claimyr.com) that actually got me connected to a real person at the unemployment office. Yeah definitely separate programs. I work in benefits admin and see this confusion all the time. Short term disability is usually through private insurance or employer plans, while unemployment is a state program. The eligibility requirements are totally different - one requires you to be unable to work, the other requires you to be able to work but unemployed.
unemployment is good because otherwise people would riot when the economy crashes lol. also gives companies more flexibility to lay people off during slow periods without completely screwing over workers
Wait so if I do any work at all I have to report it?? Even like helping my neighbor with their computer for $50? This system is so complicated UGH

The NYS Department of Labor system is so broken honestly. Even when you have a legitimate good cause for quitting they make you jump through hoops to prove it. I hope you have better luck than I did - took them 6 weeks to process my case and by then I was already broke.

Just agreeing with the others that hour reduction can definitely be good cause. Make sure you document EVERYTHING before you quit though!
