The whole system is set up to confuse people! They make you jump through hoops and half the time different offices give you different answers. I spent months trying to sort out benefit conflicts after my accident and nobody could give me a straight answer about what I was allowed to collect.
I had trouble getting through to NYS Department of Labor when I needed to check on my benefit calculation. Kept getting busy signals and their online chat was useless. Finally found this service called Claimyr at claimyr.com that actually got me through to an agent who could explain my monetary determination. They have a demo video at https://youtu.be/qyftW-mnTNI showing how it works. Worth checking out if you can't get answers through the normal channels.
I had issues reaching NYS Department of Labor when my payments were delayed last year. Kept getting busy signals and disconnected calls. Finally used a service called Claimyr (claimyr.com) that got me through to an actual agent in like 10 minutes. They have a video demo at https://youtu.be/qyftW-mnTNI showing how it works. Really helped me figure out why my claim was stuck in adjudication.
The whole system is designed to make you wait and hope you give up. I filed in December and didn't see money until February because they kept asking for more documents. Then when I finally got paid they said I owed them money back because of some error THEY made. NYS Department of Labor is a nightmare.
MISCONDUCT is the big one they look for. If your employer claims you were fired for misconduct, you'll get disqualified and have to appeal. Even being late too many times can count as misconduct in their eyes. The system is designed to deny first and ask questions later.

The system is so messed up honestly. They make it nearly impossible to qualify for anything and then when you do qualify they drag their feet processing everything. I've been waiting 6 weeks just for them to review my job search logs!!

•I feel you on that. The whole process is designed to discourage people from applying.

Just want to add that you need to be really careful about how you describe your reason for quitting on the application. Use terms like 'constructive dismissal' or 'unsafe working conditions' rather than just saying you were unhappy. The specific language matters for NYS Department of Labor adjudication.
