As someone who just went through the employer registration process with NYS Department of Labor, here are the key steps: 1) Register online through the NYS Business Express portal, 2) You'll get assigned an unemployment insurance account number, 3) File quarterly wage reports (Form NYS-45) and pay UI taxes based on your payroll. The current new employer rate is around 4.1% on the first $12,300 of each employee's wages. Make sure to keep detailed records of hiring dates, wages, and any separations - you'll need this info for the quarterly reports.

Had the exact same problem last month! Here's what finally worked for me - I had to update my browser AND disable all extensions (especially ad blockers). The NY system is super picky about that stuff. Also try using a different device if you have one available. I was banging my head against the wall for days until I tried my old laptop and boom, worked instantly. Don't give up on the direct deposit - that KeyBank card will nickel and dime you to death!
Protip: you can check your payment history on the website under 'View Payment History'. It'll show if its been released yet
Just wanted to add that if you're worried about timing, the NY DOL website also has a "Payment Release Calendar" that shows which days payments typically get processed. Really helpful for planning around weekends and holidays. Also, some banks like Capital One and Ally tend to process ACH transfers a day earlier than the big banks.
when u finally get thru make sure u ask them to update ur email AND set up ur NY.gov ID!!! thats different from ur unemployment login and makes everything easier in the future. i lost my login info 3 times before an agent showed me this trick.

I know it's a pain to travel, but I brought my ID, social security card, and an old paystub from when I was collecting benefits. The staff there were able to verify my identity and reset my account on the spot. They even printed out my 1099-G right there. Much faster than the phone runaround, and you're dealing with actual humans who want to help instead of that broken phone system. Look up "One-Stop Career Center" + your county name to find the closest location. Most are open Mon-Fri 9-5. Save yourself the phone hell!

I work for a payroll company and we see this delay with NYS Department of Labor payments pretty regularly, especially on weeks with high volume. The system can get backlogged and payments that normally process in 2-3 days can take up to 5-7 business days. Since you certified Tuesday, I'd give it until early next week before panicking. The good news is that when it does come through, it will include the full amount you're owed. If you're really strapped for cash, some banks offer emergency overdraft protection that might help cover your rent until the payment arrives.
