I had questions about severance too and used claimyr.com to get through to someone at Washington ESD. They explained exactly how it would affect my claim timeline.
If you run into problems getting through to Washington ESD on the phone, try calling right when they open at 8am or use one of those services that calls for you. I wasted so much time trying to get through on my own.
My advice: be patient and persistent. The system sucks but it does eventually work. Keep copies of everything you submit and don't give up. You earned these benefits through your payroll taxes.

Bottom line - unemployment through Washington ESD is definitely a public benefit that you need to report on housing and other benefit applications. Don't risk getting your application denied by leaving it off.
