Bottom line - she has nothing to lose by applying. Worst case scenario is she gets denied and is in the same position she's in now. Best case is she gets approved and has income while job hunting.
My advice is to file online if possible rather than trying to call. The website works better than their phone system most of the time. Only call if you have a specific issue that needs an agent.

Final update from me - got my monetary determination letter today and everything looks correct. Washington ESD correctly identified my severance period and my benefits will start the week after it ends. Really glad I filed right away instead of waiting.
