Keep trying different times of day. I finally got my application through at like 2am on a Tuesday. Sometimes the weird hours work better than prime time.
At this point I just want my claim resolved so I can move on with my life. All these bigger picture solutions are great but what about those of us stuck in the system right now?
For immediate help, definitely try the Claimyr service people mentioned. It's not a permanent fix but it can help you get through to someone today.
This whole thread just shows how widespread these problems are. Washington ESD needs to acknowledge this crisis and take immediate action, not just promise future improvements.
For anyone still having trouble getting through to Washington ESD about their partial benefits questions, I had success using Claimyr recently. Several people have mentioned Claimyr now. Sounds like it might be worth trying if I run into issues with my claim.
Update on my situation - I applied for partial benefits three days ago and already got my determination letter! It was approved and I'll be getting about $180 per week to supplement my reduced hours. The process was much smoother than I expected.

One more thing to consider - make sure you understand how receiving unemployment benefits (if you become eligible later) might affect your immigration status. Some visa categories have restrictions on receiving public benefits.
If you do end up needing to contact Washington ESD later, that Claimyr thing people mentioned actually worked for me too. I was skeptical at first but it beats sitting on hold for hours just to get disconnected.

Also worth mentioning that if you do any part-time work while collecting unemployment, you need to report those earnings on your weekly claims. They'll reduce your benefit accordingly but you might still get some payment.
