Just to summarize for anyone else reading - you file unemployment where you WORKED, not where you LIVE. The state where your employer paid unemployment insurance taxes is where you file your claim.
One more thing - make sure you report any severance pay or vacation payout you receive from your employer. This can affect your benefit amount or delay payments if you don't report it upfront.

Thanks everyone, this has been way more helpful than anything I found on the official Washington ESD website. I'm going to start with the online appeal and try that Claimyr service to talk to someone.
Just to add to what others said about Claimyr - I used it when my claim got stuck in adjudication and couldn't get through the normal phone lines. It connected me to an agent who explained exactly why my claim was delayed and what I needed to do to resolve it.
Bottom line: unemployment = unemployment insurance = UI = benefits. They're all the same program through Washington ESD. Use whichever term feels natural to you.
