Just as a follow-up tip for anyone else reading this thread with similar issues - once you get your IDme verification sorted out, make sure you immediately do these things: 1. Update your address with PennDOT for your driver's license/state ID 2. Update your address with the voter registration office 3. Make sure you've completed BOTH the mail forwarding AND the official change of address with USPS Doing these three things will save you countless headaches with government services like UC in the future. PA's systems all talk to each other, so consistency across these databases is important.
Great advice. I'd also add that you should update your address with your bank immediately, as PA UC sometimes cross-references banking information during identity verification processes. And keep electronic copies of all your address change confirmations in a folder you can easily access - you'd be surprised how often you need to prove your address changes for various government services.
One more option that worked for me when I was in a similar situation - if you have any subscription services (Netflix, gym membership, etc.) that you've already updated with your new address, some of those can work as proof of residence too. I used my gym membership confirmation email that showed my new address and IDme accepted it. Also, if you've registered to vote at your new address (which you can do online in PA), that registration confirmation can sometimes work as well. The key is just having SOMETHING official with your name and new address on it, even if it's not a traditional utility bill or lease.
Update: I called PA UC this morning (finally got through after trying for hours) and the rep confirmed that the two disqualification letters are for different issues even though they look nearly identical. One is questioning my reason for job separation and the other is about my availability for work. She said I was right to appeal both separately and that they'll likely schedule one hearing to address both issues. Thanks everyone for your help and advice!

If it's been more than 10 business days since that date, they should issue a replacement automatically. The direct deposit option is definitely better for the future, but you'll still need to recover those initial payments.
I finally got through to PA UC using that Claimyr service! They confirmed my card was mailed out on March 1st (exactly 3 weeks ago). Since it never arrived, they're canceling that card and issuing a new one with expedited shipping. Also set up direct deposit for future payments. Thanks everyone for your help!
That's awesome that you got it resolved! Claimyr really seems to be a game-changer for actually reaching someone at PA UC. How long did the whole process take once you connected with an agent? As someone who just went through this exact same situation last month, I can confirm the PA UC system is absolutely terrible at showing accurate statuses for appeals. I had the same "waiting for decision to be written" message for 3 weeks before my hearing was even scheduled! What helped me was calling first thing in the morning (like 7:59 AM) right when they open - seemed to have better luck getting through then. Also want to echo what others said about continuing to file your weekly claims - I almost made that mistake and would have lost weeks of backpay. The whole process is stressful but hang in there, it does eventually get resolved!
