Have you tried reaching out to your local assembly member s'office? I heard they sometimes help with state agency issues when people get stuck in the system. We shouldn t'have to jump through hoops like this just to get basic information about our own applications!
I went through this exact same nightmare last year! After weeks of no response, I finally got through by calling right when they opened at 8am and selecting the option for "technical issues" instead of general inquiries - that line seemed to have shorter wait times.
