I'm dealing with this exact same issue right now! My CalWORKs cash aid shows up when I check my balance, but every ATM I try gives me a "transaction declined" message. I'm still having issues too! It's been going on for about a week now. The cash back method at stores is working though - that's how I've been getting my money. Try that while you're waiting to get through to your caseworker. Walmart, Target, and most grocery stores will let you do cash back when you buy something with your EBT card. Hope this helps!

UPDATE: I was able to get cash back at the grocery store!! Had to do 3 separate small purchases to get enough for rent, but it worked! So weird that the ATMs aren't working though. Thanks everyone for your help!

Just noticed you mentioned you're a new applicant - did you complete your WTW (Welfare to Work) appointment yet? Sometimes they hold the first cash payment until after you've done that initial WTW orientation meeting. Might be worth checking if that's what's delaying things.

•I had my WTW appointment about 2 weeks after approval, but I think it varies by county. Some people get scheduled right away, others wait longer.
