UPDATE: Just wanted to follow up and say my payment came through this morning! Took exactly 9 business days from the appeal decision. Back pay was correct and my regular weekly claims are now processing normally. Thanks everyone for the advice and support!
The $999 max is nice but don't forget you still have to meet all the other requirements - filing weekly claims, job search activities, being available for work, etc. The amount doesn't matter if you get disqualified.
Thanks everyone for all the great info in this thread. Really helped clear up my confusion about whether I'm getting the right amount. The Washington ESD system can be pretty confusing to navigate!
From my experience dealing with Washington ESD, they seem more focused on processing claims than actually reducing unemployment. Which I guess makes sense since that's their main job when unemployment is high.
I think the real answer is that keeping unemployment low is everyone's responsibility, but the Federal Reserve probably has the biggest single impact through monetary policy. State agencies like Washington ESD are more about managing the effects of unemployment rather than preventing it.

I used that Claimyr service someone mentioned earlier and it really did work. Got connected to an ESD appeals specialist who explained the whole Board of Appeals process. They confirmed that documentation timing issues can definitely be grounds for appeal if evidence wasn't properly considered.

Whatever you decide, don't let this experience discourage you from applying for unemployment in the future if you need it. Each case is different and the circumstances might be clearer next time.
