For anyone else reading this later - make sure you don't wait too long to file your weekly claim even if you're having PIN issues. You can sometimes file late but it's easier to just get the PIN fixed ASAP.
Final update: Got my PIN reset and weekly claim filed! Used Claimyr like others suggested and it worked perfectly. Thanks to everyone who helped - this community is amazing.

For anyone dealing with this - make copies of EVERYTHING before you send it to Washington ESD. I've heard horror stories of documents getting lost in their system.
Final update from me - for anyone still struggling to get through to Washington ESD about overpayments or any other issues, I can't recommend Claimyr enough. Used them three times now and always got connected to someone who could actually help. Takes the guesswork out of when to call and which numbers work best.
Been following this thread and wanted to share that I successfully explained my locational constraints to Washington ESD during a phone interview. Key was being specific about why relocation wasn't possible (elderly parent care in my case) and showing I was maximizing job search within my constraints.
They called me for adjudication, but I know others have had success with that Claimyr service for reaching agents proactively.
Just to close the loop on the original question - locational unemployment is when workers and jobs are in different geographic areas. It's a recognized economic phenomenon and Washington ESD won't penalize you for it as long as you're meeting job search requirements within reason. Keep documenting your efforts and you should be fine.

One more tip - if you do get through to someone, ask them to add notes to your account about what was discussed. That way if you need to call back, the next agent will have context.
