For anyone still confused about the tax withholding process, it's really straightforward once you find it. Just answer 'yes' when asked if you want federal taxes withheld during your weekly claim.
The bottom line is yes, unemployment is taxable income. Have 10% withheld or save money yourself. You'll get a 1099-G form to use when filing taxes. Washington state has no income tax so only federal taxes apply.
For anyone else reading this later - Washington ESD also has a live chat feature during business hours that can help with login issues. Sometimes faster than calling.
One positive thing about filing during low unemployment - if you do find work quickly, you might not even need many weeks of benefits. But it's still good to have that safety net while you search.
Just wanted to follow up - if anyone is still having trouble reaching Washington ESD about adjudication or claim status, I can't recommend Claimyr enough. Made such a difference in getting actual answers instead of just waiting and wondering.
One more thing - make sure you keep track of your job search activities from day one. Washington ESD requires you to make at least 3 job search contacts per week to qualify for benefits. Start documenting everything right away.
I know this thread is getting long but wanted to add - if you worked for multiple employers in the past year, make sure you have all their information ready. The application asks for details about every job you had during your base period.

Filed my claim 3 weeks ago and still haven't gotten my first payment. The waiting is the worst part honestly. At least I know roughly what I should be getting when it finally comes through.
