PA UC is such a mess with their systems. I bet that 2011 overpayment isn't even real!!!! Their computer systems are so old they probably have errors all over the place. My friend had something similar happen and when she FINALLY got someone on the phone they admitted it was a system error from when they upgraded their computer system in 2017. But good luck getting anyone to answer the phone to fix it!!
You might be right. It seems crazy they'd suddenly bring up something from 14 years ago that I never heard about before. I'm going to try that Claimyr service someone mentioned above - at this point I'd pay anything just to talk to a real person who can explain what's going on.
Just to follow up - once you do receive your backpay, check the payment details carefully. They should provide a breakdown showing the weeks paid, any deductions for the overpayment, and the net amount. If anything looks incorrect, you'll want to contact them immediately. Also, for anyone dealing with overpayments, you can request a Statement of Overpayment Account by calling or writing to the Overpayment Collection Unit. This will show exactly what you owe and the history of the overpayment. Very helpful if you're questioning an old debt.
Update! You guys aren't going to believe this but I just checked my PA UC dashboard and my claim status changed from "pending" to "approved" - less than 48 hours after the state rep called me! Money should hit my account by Tuesday. I'm honestly shocked at how fast this worked after weeks of nothing happening. If anyone is stuck, DEFINITELY contact your state representative!
I had a similar situation last year - was let go during a reduction in force but they coded it as termination, which triggered a lengthy review. After waiting over a month with no progress, I found that another effective option besides contacting your state rep is requesting a callback through the PA UC system. You can schedule these through your dashboard, and while they're often booked weeks out, having that scheduled callback puts your claim on someone's radar. When I finally got my callback, the examiner resolved my issue that same day. Worth considering as another approach if the state rep route doesn't work for whatever reason.
I went through the exact same thing in February. Card took exactly 12 days to arrive after my first payment was issued. Felt like forever but it did come eventually. Btw if you're really desperate for the money before the card comes, you can call Money Network once the card has been mailed and set up a one-time transfer to your bank account over the phone. There's a fee but it's an option.
When my husband was on unemployment last year his card came exactly 9 days after approval. A few days later he got a separate letter with the PIN. So weird they don't send them together! Anyway hang in there, it's coming!
Just wanted to update everyone - I ended up calling PA UC about my overpayment waiver refund last month, and they told me that checks are coming out in batches based on benefit weeks. The agent said it could take up to 6 weeks for all refunds to be processed completely. So far I've received 4 separate checks that total about 80% of what I was owed. Still waiting on the rest! The most annoying part is how there's no way to track this online properly - the dashboard just shows vague adjustments but doesn't tell you how many more payments to expect.
One more thing to be aware of - make sure you're keeping track of which weeks have been refunded. If the total doesn't match up after all checks have arrived, you'll need documentation when you contact them. I learned this the hard way - they missed refunding one week of my overpayment waiver, and I had to provide proof of exactly which week was missing.
Oh that's concerning! How did you figure out which specific week they missed? Did you have to go through all your paperwork?

When I had this issue I called the PA UC hotline 78 TIMES before getting through!!! The system is such a joke!!! But once I finally talked to someone they fixed my issue in like 5 minutes.

UPDATE: Just wanted to share that completing the IDme verification fixed my issue! Three days after verifying, all my pending weeks were paid at once to my direct deposit (not the card). Thanks everyone for your help - especially the tip about checking my spam folder! For anyone else stuck in limbo, definitely check if you missed an identity verification request.

•Excellent! Glad you got it resolved. This is exactly why it's so important to check spam folders regularly when dealing with PA UC. For future reference, the direct deposit usually takes precedence over the card if you've set it up correctly. The system still sends everyone a card as a backup payment method.
